Profile

Dr Reena Panchal is a Consultant Forensic Psychiatrist who is currently employed by Birmingham and Solihull Mental Health Foundation Trust.  She works in a regional male medium secure unit and manages an inpatient and outpatient case load, consisting of complex cases of severe mental disorder (such as psychotic disorders and personality disorders) and offending behaviour. This includes suitability of transfer of prisoners to hospital for assessment and treatment. Her role involves preparing reports for parole boards, First Tier Tribunal Hearings and Crown Court. She has experience of giving oral evidence in such hearings. Dr Panchal has worked in female and male secure hospitals and has undertaken clinics in male category A and B prisons and a youth offender establishment. She has completed a placement in Rampton Hospital, women’s high secure service. Dr Panchal has experience of working in general adult psychiatry, intellectual disability and old age psychiatry. In addition to clinical work, Dr Panchal is lead in a number of quality improvement projects particularly focusing on improving risk management and service pathways in secure settings. She is involved with supervision of trainee psychiatrists and in teaching activities with The University of Birmingham. Dr Panchal has publications on a range of topics in Psychiatry and has frequently been invited to present projects in national and international forums.

Experience of giving evidence

Dr Panchal regularly gives oral evidence to First Tier Mental Health Tribunal Hearings, particularly in cases subject to Forensic Sections (Part 3 of The Mental Health Act 1983 as amended 2007). She has experience of giving oral evidence in crown court (i.e matters related to hospital disposal) and in parole hearings.

Dr Panchal has experience of providing psychiatric reports to assist the court in dealing with matters related to fitness to plead, capacity to form mens rea, sentencing and psychiatric defences (insanity, diminished responsibility).
