Experience of giving evidence
New to the field of ‘Expert Witness’ first commission and report to First-tier Tribunal (Care Standards), resulted in the regulator withdrawing action against the registered provider.
Mr Ahern has been involved in one case that was pursuant to section 17(1)(c) of the Health and Social Care Act 2008 which proposed to cancel the registration as a provider in respect of the regulated activity accommodation for persons who require nursing or personal care.
Mr Ahern has provided written evidence in support of a fit person’s interview for a registered provider whose application was proposed to be cancelled and appeal to the Tribunal service made.
Mr Ahern has provided regular support to providers to evidence ongoing improvements prior to any further visits from the regulator as part of proposals to cancel the registration as a provider in respect of the regulated activity accommodation for persons who require nursing or personal care
Extensive portfolio of ‘mock’ inspections conducted on behalf of providers against the KLOES as generally measured by the regulator (CQC) in England
Mr Ahern have a growing portfolio for mock inspections conducted on behalf of Welsh care providers against standards as generally measured by the regulator (CIW) in Wales.
Qualifications and memberships
Bachelor of Science Open, (following study in Managing Care, Care Welfare and Community, Challenging Ideas in Mental Health, and Inclusive Education).
Mr Ahern holds professional qualifications in Social Work, Care Management, Institute of Supervisory Management L4 Management and City & Guilds A1 Assessor.
Mr Ahern has held positions within the health and social care sector since 1977, working within the local authority and the independent sector. He has held registrations for services providing regulated activity as owner, manager and nominated individual.
Mr Ahern was a Specialist Advisor with the CQC and has experience of joining CQC teams on inspections. He ended the role due to potential conflict of interests given the nature of his consultancy service.
